CS FOR SENATE BILL NO. 123(FIN) An Act relating to public                      
interest litigants and to attorney fees; and amending Rule 82, Alaska          
Rules of Civil Procedure was read the third time.                              
                                                                               
Senator Mackie moved and asked unanimous consent that the bill be              
held in third reading to the February 29 calendar. Without objection,
